Criteria?

What are the criteria for a character being included on this list? It seems to be more restrictive than Category:Playable characters, but I can't see any pattern in the characters that have been excluded. Some miscellaneous observations:

• Co-Star Luma makes the list but not Cappy Ah, someone added Cappy while I was writing this. Cool!
• Super Smash Bros. and Mario & Sonic games don't count, but Mario + Rabbids does
• Link doesn't count but Bomberman does
• Recruitable generic enemies in Puzzle & Dragons: Super Mario Bros. Edition (including those that aren't in Category:Playable characters) are listed but not Sprixie Princess
• Characters playable in Wrecking Crew '98 are missing
• Characters playable in some golf and tennis games are missing
• Dr. Mario is listed as first being playable in Dr. Mario (first game where this Mario Form is playable, despite "Doctor Forms" of other characters not counting separately), but Metal Mario is listed as first being playable in Mario Golf (first game where this Mario Form appears as a separate playable character from Mario)
